Transcendent Learning is a useless waste of a perk. The max level bonus is irrelevant since it's easy to get enough max level bonuses from other sources that you will never actually hit the max. So it's pretty much just the +50% leader XP gain rate. This only puts your leaders 1 level ahead of where they would have otherwise been.
